Faced with a looming power shortage, CSAC was met with the
difficult challenge of collecting information from counties
about the use of electricity in the state. To do this, CSAC
needed a way to collect and evaluate information quickly to
meet a rigid deadline that threatened to leave California
without power. CSAC designed standardized
forms to help collect information, but these forms were hard
to distribute and required staff to spend considerable time
filing the returned forms and entering the information into
a database. XForms rendered the process paperless. Using XForms,
CSAC was able to eliminate their distribution dilemma by placing
their exiting forms online, where they could be accessed and
filled out by county council members online. The data was
then submitted directly to CSAC’s database,
eliminating the need for redundant data entry.
